Not sure if this is a bug but I have tried two different days and there are no npcs at festival green so I am unable to buy seeds there.

Not sure if this is a bug but I have tried two different days and there are no npcs at festival green so I am unable to buy seeds there.
You can only buy the seeds to complete the task on a specific day (the same day during which your faher tells you to go buy seeds at the Green)! Otherwise you can buy them from the travelling merchant but it won't complete the task! :)
